Treating the symptom or the disease?

The February 6th issue of Modern Healthcare highlights a problem sweeping through the country that encompasses not only the medical community, but holds concern for the economic outlook as well.  Chronic illnesses are a monetary engine.  The healthcare system encourages the treatment of these ongoing specific health issues, but neglects the overall health and health-literacy of the patient and the long-term view that entails.  Is this a matter of being economical with health resources to treat obvious symptoms or an attempt by companies and providers to extend the treatment, and payments, of the treated?
